Belleview is a 12.6-acre traditional neighborhood design project (TND) located at the intersection of Cedar Lane and River Road in Highland Park. The site was utilized as a religious retreat for approximately 54 years before it was sold in December 2004. The main house, the former home of Robert Wood Johnson that dates from the late 1800s, will be the focal point of the design.

The existing U-shaped driveway along River Road will be retained and no new structures will be built in front of the house in order to highlight the house’s prominence on the site. Additionally, the main house will be restored more closely to its original likeness and will be utilized as a community/recreation center.

The plan creates a sense of community by fronting the majority of the townhouses on attractively landscaped pedestrian streets. Within the interior townhouse units, parking for vehicles will be accommodated via alleys in the rear of the units, allowing residents access to their attached two-car garages. By placing alleys in the rear of the units, Somerset has avoided creating large parking lots or a streetscape dominated by garage doors.

The outer townhouse units are designed to appear more like single-family dwellings with recessed two-car garages. The recessed garage softens the view of the home from the street and adds a distinctive twist to the typical townhouse unit.

The existing zoning for the site was written in an era when accommodating the automobile was one of the main focuses of zoning. In many of the areas, bulk and setback regulations set forth in the district for townhouse dwellings were based on decades-old standards that have produced projects surrounded by vast parking lots, with little or no pedestrian linkages and with no sense of place. Consequently, the proposed project required many variances. Additionally, the preservation of the existing house on the site hindered site design potential due to its location on a prominent portion of the site.
Through careful design Somerset has been able to retain the existing structure while planning for a community that is befitting of a place that holds an important part of the Borough’s history.
